1.1 Flights shall be permitted inside the Kingdom of Nepal with the permission of the Director General of Civil Aviation Authority of Nepal. The following regulations shall govern the flights of aircraft into, in transit or across the Nepalese territory.

1.2 International flights into, from or over Nepalese territory shall be subject to the current Nepalese regulations relating to civil aviation. These regulations correspond in all essentials to the Standards and Recommended Practices contained in Annex 9 to the Convention on International Civil Aviation.

1.3 Aircraft flying into or departing from the territory of Nepal shall make their first landing at, or final departure from, Tribhuvan international Airport, Kathmandu, Nepal.

2. General

2.1 For regular international scheduled flights operated by foreign airlines into or in transit across Nepal, the following requirements must be met:

a) The State of the airline must be a party to the International Air Services Transit Agreement and/or the International Air Transport Agreement. Nepal is a party to the International Air services Transit Agreement.

b) The airline must be eligible to make the flights under the provisions of a bilateral or multilateral agreement to which the State of the airline and Nepal are contracting parties and must have a permit to operate into or in transit across Nepal. Applications for such permits must be made in writing and must reach the Director General of Civil Aviation Authority at least of 60 working days before the applicable date. c) For the amendments of schedule or revision of the schedule flight the request for amendment revision shall be submitted at least 7 working days before the applicable date

3.1 Procedures

3. 1. 1 Over-flights

a) Advance notification and permission from Civil Aviation Authority is necessary subject to the terms of the convention on International Civil Aviation, Kingdom of Nepal, facilitates overflights by civil aircraft of ICAO contracting states with which Nepal has diplomatic relations provided adequate notification shall have been given.

b) In all other cases, request for operation of flight must be sought and obtained through diplomatic means from the Ministry of Foreign Affairs, Kingdom of Nepal.

3.1.2 Non-Traffic or Technical Landings

Same procedure as for over flight in addition, operators should schedule their arrivals and departures within the operation hour of the aerodrome, beyond which prior coordination is required.

3.1.3 Traffic Landings and Uplifts

a) All non-scheduled flights are subject to prior approval, Applications for approval to operate such flights shall be submitted either by letter or AFS or Facsimile or telex to:

All applications must be made in writing and must reach the Director General, Civil Aviation Authority of Nepal at least 15 working days prior to the aircraft's arrival or departure into from Nepal. If insufficient notice is given the application shall not be considered.

a) Only the operator may apply for permission to operate a non-scheduled flight. The permit will be granted in the name of the operator. In applying for a permit for Charter flights, a copy of the Aircraft Charter Contract is to be submitted together with the following details

1) Name, address and nationality of operator / owners
2) Name, address and business of charterer;
3) Type, registration mark, maximum all up weight and maximum seating capacity of aircraft and tyre pressure;
4) Name of Pilot-in-Command and number of crew, Nationality;
5) Nature of flight including details weather the flight is to carry passengers or cargo or both;

4.1 Advance notification of arrival

4.1 1 Application for permission must be submitted to Director General, Civil Aviation Authority of Nepal at least 7 working days in advance of the applicable date.

4.2 Documentary requirements for clearance of aircraft.

4.3. Same requirements as for scheduled flights.
